Bug fixes

• Fixed an issue where the order of questions in the grading view did not align with the editor in hand-in and appraisal form assignments
  Previously, changing the order of questions within hand-in and appraisal form assignments did not affect the order in existing results during review. Now, any changes to the order of questions are reflected in existing results as well.
  
  
• Fixed an issue where the protection rule ‘Disable exercises and questions changes’ caused the GET /exercises endpoint to incorrectly return a 403 (Forbidden) response
  Previously, enabling the assignment protection rule "Disable exercises and questions changes" would cause the GET /exercises requests to fail despite this request not making any changes to the exercises or questions. Now, the assignment protection rule only prevents actual updates to exercises and questions. The GET /exercises request no longer return a 403 Forbidden error.
